TACCA Welcomes New Team Member and Announces Staff Promotion

TACCA - The Texas Air Conditioning Contractors Association is pleased to announce the addition of Austin States as Association Assistant and the promotion of Bryan Sutherland to Operations Specialist.

Austin, a native Texan from the Houston area, brings a strong background in customer service, workflow management, scheduling, and membership/client relations. In his new role, he will support TACCA’s mission through membership recruitment and retention, marketing efforts, and overall office support. His skills and energy will be an asset as TACCA continues to grow and serve the HVAC/R industry across Texas.

Bryan, who has been a valued member of the TACCA team, has been promoted to Operations Specialist. In this expanded role, he will continue to oversee TACCA University initiatives, including TDLR-approved continuing education, industry training programs, and ACR test preparation classes. Bryan also serves as a key point of contact for TACCA LIVE 2025.

TACCA - The Texas Air Conditioning Contractors Association is proud to announce the installation of its 2025 Board of Directors and Executive Committee. The new board was sworn in during the first quarter 2025 board meeting last week, marking a historic milestone for TACCA with its first legacy state president.

Rob Elolf with Environmental Air was officially sworn in as TACCA’s 2025 Board President by his father, Bob Elolf, Environmental Air who served as TACCA State President in 2007. This significant event represents a unique moment in TACCA’s history and underscores generational commitment to the association.

“As a second-generation HVAC business owner and the son of a past TACCA president, I am deeply honored to continue my family’s legacy by serving as the 2025 TACCA President and representing the hardworking HVAC contractors of Texas. Our industry plays a vital role in keeping our state comfortable, safe, and efficient, and I am committed to ensuring that we continue to thrive. Together, we will influence legislation to protect our businesses, promote education to elevate our trade, and support the dedicated contractors who serve our communities daily. An Eagle Scout, Rob’s leadership is rooted in service and dedication.

Honoring Service with Flag Retirement Initiative

In celebration of Rob Elolf’s presidency, TACCA will accept U.S. flags for retirement at each quarterly board meeting and during TACCA LIVE 2025, scheduled for November 3-5, 2025, at Margaritaville Lake Resort in Conroe, Texas. Dustin Burrows Elected

Speaker of the Texas House for 89th Legislative Session

Austin, Texas – January 14, 2025

The 89th Texas Legislative Session began with a landmark decision as Representative Dustin Burrows (R-Lubbock) was elected Speaker of the Texas House of Representatives. A seasoned lawmaker and strong advocate for conservative policies, Speaker Burrows assumes leadership at a pivotal moment for the state.

Burrows' election is particularly noteworthy for TACCA, as its Lubbock chapter has long-standing connections with him. "Speaker Burrows is no stranger to our community. His leadership and insight will be an asset to both the House and industries across Texas, including HVAC," said a TACCA member.

In his inaugural remarks as Speaker, Burrows emphasized a commitment to collaboration and tackling the state’s critical issues. He inherits the task of appointing committee chairs and members in the coming weeks, a key step that will set the tone for legislative priorities and influence how bills progress through the chamber.

Once committees are finalized, the House will begin the essential work of referring bills and holding hearings—a process eagerly anticipated by legislators and stakeholders alike.

As the session unfolds, TACCA and its members will be watching closely to ensure the voice of HVAC professionals is heard in the decision-making process. The organization is optimistic about the opportunities ahead under Burrows’ leadership.

The 89th session marks an exciting new chapter in the Texas Legislature, with much work ahead to address the needs of Texans and industries that keep the state thriving.

Capitol Clarity:

HB 2110 from 2021

Last week, during TACCA's board meeting, a question regarding warranties was raised. This discussion ties back to House Bill 2110, which was enacted in 2021.

This is what it says in plain English: 

If the purchaser of a residential HVAC system sells their house while the original manufacturer's warranty is still in effect, the warranty transfers to the new owner with the exact same terms as granted to the original purchaser, and the manufacturer has to honor the warranty.

This new law does not extend the term of the original warranty.

This is the actual bill language:

If residential real property that includes an air conditioning system as a fixture to the property is conveyed to a new owner, a manufacturer's warranty in effect on that system or a component of that system on the date of the conveyance is automatically transferred to the new owner and continues in effect as if the new owner was the original purchaser of the system or component,

as applicable.

A warrantor (manufacturer) continues to be obligated under the terms of a manufacturer's warranty agreement for a warranty

transferred under this section and may not charge a fee for the transfer of the warranty.

The transfer of a manufacturer's warranty under this section does not extend the original term of the warranty agreement.

TACCA recently attended a hearing at the Texas Capitol, where discussions centered on the implementation of House Bill 1859 (HB 1859) from the 88th Regular Legislative Session.

This new law lowers the minimum age for applying for a registered air conditioning and refrigeration (ACR) technician certification from 18 to 16. The measure aims to open doors for young professionals to enter the industry earlier, ensuring they gain hands-on experience under the direct supervision of a licensed ACR contractor or certified technician until they turn 18.

TACCA State Board Opens Nominations for 2025 Board Members

TACCA - The Texas Air Conditioning Contractors Association (TACCA) is pleased to announce the opening of nominations for the 2025 TACCA State Board. We are calling on HVAC/R industry professionals, leaders, and stakeholders to nominate qualified candidates who are ready to contribute their expertise and passion to advance the goals and mission of TACCA.

As the voice of Texas HVAC/R contractors, TACCA works to strengthen the industry through advocacy, education, and community. Our board members play a critical role in shaping the future of our organization and the HVAC/R industry across the state.

Open Position: Board Members

The TACCA State Board seeks individuals who are dedicated to driving innovation, promoting best practices, and supporting the growth of HVAC/R professionals. Board members will serve as leaders within the organization, providing governance, strategic direction, and oversight of TACCA’s programs and initiatives. This is an excellent opportunity to make an impact on the industry, collaborate with peers, and represent the interests of contractors statewide.

Eligibility Requirements:

• Active participation in the HVAC/R industry as a Texas Licensed HVAC Contractor
• Must be a current TACCA member
• Commitment to the mission and goals of TACCA
• Strong leadership and communication skills
• Ability to collaborate and work effectively as part of a team

How to Nominate:

Nominations can be submitted through this form. Please include the nominee’s name, contact information, and a brief description of their qualifications and why they would be an excellent addition to the TACCA State Board.

The deadline for This nominations is Monday, October 13, 2024.

Next Steps:

Once the nomination period closes, the TACCA Nominating Committee will review all submissions. A slate of candidates will be presented to the membership for voting. The newly elected board members will take office in January 2025 and serve a term of two years.
